ISF Filing Explained: The 10+2 Rule for Ocean Freight
ISF stands for Importer Security Filing, sometimes called 10+2 because of the ten data elements importers must provide and the two additional elements carriers supply. It’s a US Customs and Border Protection requirement for all ocean freight entering the United States. The filing must be submitted no later than 24 hours before the cargo is loaded onto the vessel at the foreign port. Not 24 hours before it arrives in the US, which is a common and expensive misunderstanding. The ten importer-provided elements include seller, buyer, importer of record, consignee, manufacturer, ship-to party, country of origin, commodity HTS codes, and container stuffing location and consolidator information.
CBP takes ISF compliance seriously. Penalties for late or inaccurate filings start at $5,000 per violation and can reach $10,000 for shipments that arrive with no filing at all. Who's Responsible and What Happens When Things Go Wrong
The importer of record is legally responsible for the ISF filing, even if a customs broker submits it on your behalf. That distinction matters when penalties are assessed. A broker error doesn’t shield the importer. CBP issues the penalty to the party named on the import bond. Common filing mistakes include using the wrong HTS code, submitting after the 24-hour cutoff, or failing to update the ISF when cargo details change between filing and loading. All three are citable violations.
